Application installs failing

Setting up a new laptop with DS and DIM.

I manually installed DS 4.15 and the latest DIM, and pointed all the paths to my network location for content, and local folders for applications.

But all attempts at installing applications fail, even the update to DS 4.15 that's in the queue. Content installs perfectly fine, but not applications. 

The log only says this about the attempted install of the 4.15 update:

Any ideas?
