Is there a tool that allows you to separate meshes?

What software are you working in? Are you talking about things you have made or purchased at DAZ? If purchased, what specifically and how do you want to separate them?

I'm using daz studio 4.6. I also have hexagon 2.5. (Link removed) I've imported those files into daz 4.6. The warrior pack and the XG 93 NarrowPack. Yore welcome to check them out, maybe just the leg set. The leg set would be the XG narrow pack. With the leg set, I need the but pad, knee pads, thighs, shins, and feet to be separated.

You cannot separate meshes inside DAZ Studio to the best of my knowledge.

You can use the Polygon Group editor to create new groups for texturing purposes, so that shaders or textures can be applied to parts of a mesh, but you cannot create a new mesh object by extracting from the original.

You would need to import your OBJ file into a modelling program of some kind (DAZ Studio does not do modelling), like Blender (free) or Hexagon (sold in the Store here).

If you can explain what you are trying to do, it may be easier to help you.

Please note that the extraction and distribution of game meshes is not permitted in most cases - I don't know the rules for that particular game, but would be very surprised if the extraction was permissible so I have removed the link from your post.
