Issue with 'newly mad items' and 'incentive items'

The current off is buy 1 newly mad item to get 1 free incentive item or 2+ newly mad to get 4 incnetive itmes free.

Now, the issue - despite beign liisted as a newly mad item the steampunk attack dog does not seem to count as a newly mad item.
