First thing: if you're looking in the "smart content" tab then there's a good chance you won't find Sam there as it most probably doesn't have metadata.
You'll have too look in the regular content tab (which IIRC is simply called "content") which doesn't use metadata.
There you should find at least 2 content directories: one for content in Poser format and one for content in DS format. Sam and his stuff should be located in the Poser content directory, with the figure and clothes somewhere in the "Figures" library, and the materials in the "Pose" library.

If you still can't find Sam then you'll need to check where it was installed (I assume via DIM?) and if that folder is configured as a content directory in DS.

Toon Boy Sam doesn't actually come with clothing by default aside from his 'swimsuit' which is basically an alternative texture. However, there is a nice clothing pack for the kiddo which you can buy. Loading the hair should automatically fit it to Sam's head in Daz Studio, so simply selecting Sam and double-clicking the hair in the Content Library should do the trick.

For reference, you can find it under Hair -> 3D Universe. Sam and Sadie remain two of my personal favourite figures to work with.
