I have DAZ installed and it has a content library, but can I use a second content library (which has been copied form another machine onto an external drive)? I don't want to merge them, I want to keep them separate.
Yes you can I have one for DIM and one for Free or non DAZ3D store products. But you must tell DS where the new additional content folder is by going in to the Content Directory Manager http://www.daz3d.com/forums/discussion/11176/#160953 (I use to have 40 odd content folders but I was advised by DAZ3D to have two).and adding the DS and Poser formats paths as shown in that link.

You can have as many as you want but the more you have the slower loading scenes can become. I suspect it is from having to round up all the textures from the various runtimes.
Not what DAZ Spooky said to me even though PostSQL can handle a good number it isn't advisable. I had over 40 and to be honest I never had an issue with the library being slow. Even more so when I converted to PostSQL.

What's the reasoning behind only two?
I just want to make sure I'm not breaking anything. Having extra libraries seems like a good way to keep things that I'm creating separate and easy to manage.

Don't use stupid Smart Content and you don't have to worry about whether PostSQL has a fit.
