PostgreSQL CMS is Greyed out in "Installed" Tab

Hey guys, I'm attempting to install Daz on a new computer. As the title says the "PostgreSQL CMS" is greyed out. It appears to be installed? but is greyed out in the Installed tab. I've uninstalled and reinstalled it several times. Daz won't load content or even allow me to sign in. I've been reading through the forums and there seems to be a myriad of issues/solutions with the PostgreSQL.  If anyone has run into my particular issue before and has any advice I'd greatly appreciate it.
