That is a very nice outfit, and with a simple D-form, it can look very nice with many poses.

There are movement handles in the skirt to help with posing. Why do you need a D-form?
There it was more to lessen the horizontal stretching of the cloth texture with the legs in that pose. I did use the handles (bones in the scene tab) to add a bit of twist to the skirt, an attempt to give it that hint of movement.
