Text-to-Speech program/script that can create voice files from audio clips?

I am wondering if there are any text-to-speech program or script that can create voice files from audio clips?  Maybe this could be an idea for a future edition of AniLip someday.

    I can't remember the name of it but there is an actual sever based service (that costs $$ and use via a web interface) that will take a voice recording, imitate the voice in the recording, and then output that voice in a text to speech recording it makes for you.You'd then have to sync it with your game or video's visual track.
