Is anyone having Network error alerts from their manual downloads or Install Failed on their Install Manger?

Yes. Some files fail to download.
Maybe it's just some of their older products that are having issues. Something after the site change. I put in a trouble ticket and it got resolved. It has just been happening a little more often.
