My Question is : Can Daz 3D be used with 3D Studio Max 2013 and if so where might I find information on this

    Used for what? There are various export formats that can be used to send data from DS to 3DSMax, including OBJ, FBX and - via an additional plugin - Alembic or mdd; which you wanted would depend on what you were trying to do.

    I made a Landing Bay and I was wondering if I could use DAZ for the Textures-Sci-fi

    Since a texture is just an image file, it's simply a case of setting up the UV's to match the picture. Of course, if you were planning on redistributing the mesh, you would need to create your own textures rather than resell existing creations.
