Add wet effect to a region

Hi,

I ask me, how can I create at best a wet effect to a region, like a sweating butt, or wet hands, from desinfecting the hands or a wet belly.

Regions who are from surfacetab bigger, like the butt is part of the torso, the belly too, Hands would be the full hands and not just the palms.

My idea from experience would be, a geoshell with a cutout map, would that be the right way? And then add a wet/water shader on it?
