If you don't use DIM, you can simply do the manual download on the other computer then copy the files over and install them from yours.
If you do use DIM, you'll have to get advice from somebody else on how to grab everything correctly so that your copy of DIM is synced whenever the connection returns, if that can be done, as I haven't tried that.
Download (with DIM or manually) to another machine, then place the zips (and .dsx files if you have them) in the Downloads folder used by DIM on the offl;ine machine and you can install as usual.

I have always used DIM. So I don't want to mess up.

The default is C:\Users\Public\Documents\DAZ 3D\InstallManager\Downloads.
