Clean Reinstall Trick?

I'm trying to restore victoria 8 and 2 after deleting the data directories.    Basically I simply want to start over as when I do uninstall and reinstall right now it does the same thing, installs *some* of the characters, but not all.   Going to essential doesn't seem to work.   

Is there a trick to do a complete fresh install?   I just unstalled on central then deleted the actual directories.

    Windows is the machine, new box.   All drivers updated  :)

    More info, when I do the reinstall, it will install Male 2 and 3, but not Female 2 and 3.

    Which directories did you delete?  Which characters aren't reinstalling?
