What is PostgreSQL CMS all about? When does one need it?
I have let several updates to DS 4.6 go by due to lack of time to work with the program. Today I learned that 4.6.3.52 is just out and I decided to download it to my archive for later installation. I see that this new download is offered as part of the bundle, PostgreSQL CMS, but the description information doesn't explain in language I can understand why I need it. Saying it is better than Valentina CMS doesn't help, because I never heard of that program either.
I use just DS, without DSON, FBX, Poser, Photoshop, GoZ, or Content Creator. I want my DS program to run well for the basic things I want to do, but I'd like to avoid adding in extras that I'd never use. Is there any reason why so basic a user as myself would need PostgreSQL CMS?

Some people have had a problem where the database is corrupted (damaged). Switching from the older Valentina to the newer PostgreSQL database is intended to hopefully eliminate this problem. Provided nothing unexpected happens, the CMS should still work exactly as it always has for you with no obvious difference, except that hopefully now you won't experience this corruption problem.
EDITED TO ADD: Slight correction; I meant no difference in overall functionality of the database. There are some start/stop options that have been added (if you want them, you may not use them anyway), and I think somebody said it was somewhat faster in certain circumstances, although I haven't verified that.
Smart content, autofit ... those are the things you need databases for.
Downside of Valentina (DazContentManagement): it tends to hiccup/corrupt and runs all the time you have your computer running
Postgres is more stable and only runs when you have DazStudio or DIM running and seems to be a bit faster.

The CMS data base is used for Smart Content, but it is also used for the Products and Categories sections of Content pane. The search at the top of the content pane can either search files or the CMS data base.
As Kerya indicated, the old Valentina data base required a service that was always running, even when you were not using DAZ Studio or DIM. The Postgres data base software starts a server process on demand, when DAZ Studio or DIM start.
The Valentina data base did sometimes become corrupt and have to be rebuilt. It is hoped that the PostgresSQL data base will have fewer problems. It is believed that PostgresSQL will be faster, and from my experience that appears to be the case. I have created a large amount my own categories to organize my content. I regularly do a Export User Data to make sure I don't lose all that category data in the event the data base gets corrupted. The Export User Data use to take around ~15 minutes on my computer. Since switching to PostgresSQL it takes ~3 minutes.
The one possible downside to PostgresSQL is that it does not work with some versions of the Zone Alarm Firewall products. This problem has been known for a number of years, and Zone Alarm has not been willing to fix it. If you want to run Zone Alarm, you will have to stick with the Valentina data base, at least for the time being.
