Hair generally comes with material settings to change the color/style. You need to load the hair and select it in the scene, then apply the material preset to it.
Do you mean the Toulouse Hair that comes with Genesis 2 Female Starter Essentials, or one of the hairs in Genesis Starter Essentials? They all come with color options which should appear in Smart Content when the hair is selected in the scene, as well as in Content Library > DAZ Studio Formats in a Materials subfolder under the Hair it belongs to.

its the genesis hair - i can change the style but not color

Toulouse Hai- yeah - just did it but can't do it again - went to scene - but i had to use the gray out model over layer the normal layer
