File-New greyed out

I'm asking on behalf of a friend who has this problem. I've made some suggestions with no luck.

He says - "I have a strange and mildly anoying issue in Studio. When I open the program for the first time I have the File-->New option available in the dropdown menu.
But after that, even if I save the file I'm currently working on, the option is always greyed out."

He says he has had to create an empty scene and load that as the "new" option doesn't show in the drop-down menu. He has the same version of DS on another computer which he says works fine.

He's an experienced DS used and this problem has him (and me) flummoxed.. Any suggestions?

Operating system? Has he tried reloading his layout (Window>Workspace>Select Layout)?
