Am I just  doing something wrong here? 

I see there's  a lot of adjusters under the Shaping tab but it would be nice if the skirt would

automatically try to conform to the body the way most skirt items do.

Is there a setting I'm missing here or is there a way I can add this option?

Even better if I could convert it to a d-fore item. Is that possible?

The only way to do that is with dForce, if the outfit works with dForce - that (or rather, I suspect, an external  simulation tool such as Marvellous Designer) is probably how the pose-matching shapes were created.
