What does Texture Templates available through the library mean?

When it states the following on an item does that mean that I have to go and manually download and install all of those textures?  Do some people make a spot for textures and just install there?  Thanks.

    Texture templates are for people who want to create new textures for the content, they're used as a guide to paint the new textures. You don't need them to use the product.
