I am running Daz Studio 4.6 and am trying to install victoria 6 into it. I have tried every path I can think of when I install but am unable to see the figure in my library. All I can see is the pre-installed male and female figures that come with the program. What path do i send the instillation files to so that I can see the figures?

Where did you install Genesis 2 Female Starter Essentials? Are you installing with DIM or manually?

It is installed in c:\users\public\documents\my daz3d llibrary. and I am installing both with a daz installer as well as manually placing the files. I have tried Victoria 6, the girl 6, and aiko 5. when I go to the location I can see the files but when I open daz studio all i see and can select is the basic figures.

What is the exact location you see the files?

Go to the Content Library pane (not Smart Content). Select DAZ Studio Formats > My DAZ 3D Library > Genesis 2 Female > Characters, and you will find V6 there.

Make sure to look in the 'Characters' sub-folder.

I'm assuming you're looking in the Smart Content tab. It sounds like either you installed the PostgreSQL CMS in DIM, or your database is corrupt.
