Select a Compatibility Base Dialog Empty

When trying to change the compatibility base for a g3m hair to g8m, the dialogs are not populated:

Something is obviously wrong because there is no Content Type, Compatibility Base, or Preferred Base (all the dialogs are not populated when you try to edit any of them).

This is the 4.12.085 Public Build. Anybody else come across this, or have any idea what I need to do to fix it?

    Not sure how to tell, but I just started it from the context menu for the Content Library. After doing so, I get the same result.

    Do you see any content in smart content tab?

    I've never used Smart Content (always just used the Content Library), but I don't see anything in it when I open the pane. Never had any trouble changing the compatibility base before, though.

    I generally don't use it either, but if nothing appears at all in Smart Content it's usually a good indicator that CMS is not running. You need it running to setup compatibility base.
