I assumed that skin texture was the wrong one for the figure (G1/G2), ditched the whole mess, and tried another one from scratch.
The elite textures All show the TEAR of the lower Eye Lid as a semi translucent item, that is just the TEAR material zone with high rez textures applied to it. The Smudge looking thing at the bottom of the cornea is the tear mat zone.

You can hide it by changing the tear opacity to zero and ensuring there's no refraction or reflection settings (set them both to zero), but generally speaking it's rarely noticeable enough to be an issue even with the most extreme close ups on the face.
