Leaving aside the nested Runtime structure Frank mentions, the actual user files to work with Semiramis should be in \Runtime\Libraries\Pose\SAV Semiramis (or possibly \Runtime\Runtime\Libraries\Pose\SAV Semiramis given the structure you seem to have -- and that desperately needs to be fixed, by the by; you need to merge the two runtimes and have Studio scan known directories for files to figure out what you did).
Also, SAV Semiramis is for Victoria 4 only, not Genesis 2 Female. Her files will only appear in the Runtime\Libraries section for Poser, not in the DAZ Studio files. You need to have Victoria 4, and V4 Morphs++ to use her properly.

How do you have a runtime within a runtime? Are you installing files manually or with DIM?

Victoria 4 is a separate character that has nothing to do with Genesis 2 Female.
You'd need these to use Semiramis properly:
http://www.daz3d.com/victoria-4-2-base is required
http://www.daz3d.com/victoria-4-2-morphs is optional for the body
http://www.daz3d.com/v4-elite-body-shapes is optional for the body
The only way to get Semiramis onto Genesis 2 Female is by using GenX2 with the Genesis2 addon and transfer it.

You'd still need the Victoria 4 figure + optional morph packages even if using GenX2.
