why are my bought items not appearing here anymore? I find most of it under content library on right side. But not all of it...

I think you mean the Smart Content pane is empty.
When the Smart Content pane is empty it usually means the Content Management Service (CMS) is not running. There is documentation on checking the CMS and starting it if needed
Note: if the CMS will not restart, it probably means the CMS data base is corrupt. Don't panic. The CMS data base can be rebuild if that is the issue.
Are you sure about that? Remember the Content Library tab has separate areas for Poser and DAZ|Studio content, and some of your content will be in Poser format, so you won't find everything unless you check both content areas.
Also, Content Library is the one tab guaranteed to show every item of content you have installed, because it actually looks at the files stored in a folder on your computer. Smart Content (also the Categories and Products views, which are also dependent on the CMS working properly) is not a direct view of the files in your content, it's a filtered and sorted view of a database of pointers to your content. It might not seem much of a difference, but it's a vital difference.
I ran across this thread while looking for an answer to just this question. However, I do not seem to be able to get CMS up and running. I have uninstalled and re-installed DAZ4.6 a number of times but without success, the 2nd to last time I checked the "delete package after installing" box to force Install manager to download a new package. The installation does not offer the choice of installing the content manager. Is it possible to download the program in isolation?
In addition, for some reason, I cannot find Victoria 4.2 as a DAZ format in the content library, only as Poser format

You won't, because it isn't — the actual V4 figure is entirely a Poser-format object, and all its morphs are Poser files; the only native D|S-format files for the base figure are materials presets. This is how all DAZ figures were released before D|S4.0 and Genesis. If you want a V4 in D|S-format, you have to save it yourself in a folder in the Content Library tab (save it as a Scene Subset, not a Scene, that makes things easier when you want to re-load it later).
Thank you, that solved most of my problems. I am currently creating my own index in the Categories section. Sometimes it takes longer to find a file than it does to render the final product.
I have 2 other questions if you are able
1. in the scene view there are three columns. The left and right columns are fine but I am not certain what the various icons (Arrow, Tick and Cross) mean in the middle column.
2 I am still a newb and have made a large number of renders and scenes that DAZ likes to keep track of (shades of NSA !!). Most of these are scenes that I created as part of the learning process. How does one delete these files and tell DAZ that they no longer exist?

As far as I know, Renders are only saved if you save them yourself :-)
There are a lot of DAZ tutorials, many of which come with the software when you install it. Choose the Select a Lesson menu button to get started.
Also YouTube has LOTS of tutorials - just search on DAZ Studio or subscribe to channel Daz Prod.
It can take a little bit to get your head around the basics if you're completely new. I was and it did!
Not quite sure where the NSA comes into all of this.
When you go to save a scene, you should be able to maybe see where its saving them to. I had to save a few things just to have time to read the file path as it flashed by. Once you know where the items are stored you can delete anything you want to. I tried to look but I had changed where the renders were being saved so can't help there. When you go to save a scene, it will show you the path to where your scenes are stored, just travel there and delete at will. Perhaps you are saving on closing or there is some mysterious box checked in preferences? It shouldn't save unless you tell it to just out of the box.
