Agreed on the giant(esse)s and little people idea.
The thing with herds of animals is that there's little you can do to make them different (with people we'd easily spot repeated models but with animals, not so much). Throw in 3 or 4 different poses and some instancing and minor scaling adjustments and you've got a herd. The crowd billboards are especially useful for people/bots/aliens as we expect to see much more variety in a crowd.
