It really depends on how you need to use the Plane as to how you set up the Surfaces Channels. For a standard Backdrop type Wendy is right. Select the Plane, in the Surfaces TAB use the Diffuse drop down to Browse to the image file and load it. That image will now need to be LIT by the lighting in your Scene.
For a Stand alone Image you Set Diffuse to Image and Color white at 100%. Then you load the SAME image into Ambient and set it to white at 100% also. That allows the image on the Plane to NOT need lighting for it to show.
Also, depending on your scene and other lighting you might need to turn CAST SHADOWS Off in the Parameters Tab for the Plane.
