What does this error mean? and how do I fix this content problem?

What does this error mean? It comes up whenever I start the program.
edit: also I put my computer to sleep and then woke it up and found the content library not working. I know that restarting the computer will fix the problem, but is there any other solution?

I am not seeing any way to refresh the library without restarting the computer.
Im not sure why it isn't finding the addon, but as far as the Library goes, it appears that your network is not reintializing properly after sleep. Have a look here...
