Found the issue. Somehow had it set for 3D bridge view. I have it set back to Hollywood Blvd. Found it under Window > Workspace > Layout (for anybody else that is looking for the setting).
If you are just interested in changing the background color, in the right hand corner of the work plane(center section) the very tippy top tool(arrow pointing right with lines) if you click on it, there is a popout that has "change background color".
Select that and the usual color palette appears.
I prefer a green background(0,128,0) for working, and a white for rendering.
It's a bit easier for me, and not much uses that green color as a texture.
Using off the wall colors usually causes artifacts in the hair, especially stringy/whispy hair.
Of course that all becomes moot as soon as you add a skydome or background.
Note that there are also options to save and load background colors with the scene. If you don't want it randomly changing, go into Edit > Preferences > Scene tab and change settings if desired.
