Building should it be categorized as an actor or a prop?

Okay stupid user question here. I have been working on getting most stuff set up as smart content. I am wondering if I have a building such as: Joes Fantasy Temple 05

Should it be a prop or a actor in the under the content database. Why should I chose one over the other and does it matter?

    In my view of things sets are props, they can not be very Active in a image. They are there, the figures ACT (pose, have expressions, have motion in the render) so to me most sets do not act and that keeps them from being a actor. Now some sets can Act as they can fall apart, or have motion in the renders but I still see them as a prop. Just a prop with built in perks.
