Payment issues?

Hi I am a new user and I was just wondering how the payment system works. I live in Canada and I recently bought a few items but as I did so, the items that I bought seemed to be more expensive than they are priced. For example, I had 16 dollars in my visa gift card and when trying to buy an item for $13 it didn't work. I then tried to buy an item for $9 AND THAT DIDN'T WORK EITHER. I'm really confused about this payment system and would gladly appreciate any advice and help.

Can you show us screen shots of the failed carts? The prices are in US$ had you registered your Card in your account as a payment method?
It makes sense if the prices are in US but $9 US would be $11 CAD and I have $16. I did register my card. I even made 2 previous transactions with the same gift card. Doesn't matter now I suppose becuase the sale is over.

I am in Canada too, I use a credit card but one time it got compromised and while waiting I used a prepaid Visa card that I ipicked up at the local drugstore. One thing I noticed with it is that every time you use it your card is also charged the user a purchase fee so if the product you are buying plus the purchase fee is more than the amount on the card the transaction won't go through. Hope this helps.
Now it makes sense thank you. I can't believe VISA charges a purchase fee. That's plain idiotic.
Another thing is that you need to convert the amount to US dollars, so it may be posted as 7.00 but you have to add exchange to that so it's actually higher. 7.00 US and 7.00 canadian is not the same thing :(
