I can't figure out what I'm doing wrong with the manual install of some free content..
Oh dear, how I wish the DIM worked for free content.
But I'm back..again..and I'm pretty sure I've been walked through this once already when I first started..no, I know I have because I've been staring at the page in the forum from then for the last two days..and I've done it the exact same way but it won't work. What am I doing wrong?

From here I should just be copying and pasting the runtime folder from the extracted folder into my runtime folder in the 'my library'?
At least that's what I did last time and it worked..but now, now I feel as if I'm doing it wrong again and I cannot for the life of me figure out what I'm doing wrong.

Make sure the runtime you're adding is merging with the one in My Library, not ending up inside the Runtime.

That's why I can't figure out what I'm doing wrong. Everything seem's to be happening the exact same way, but none of the things are showing up when I open Daz.

It looks correct. You should be able to find the props in "Content Library > Poser Formats > My Library > Props > Cool Tuna" and the hand poses in "Content Library > Poser Formats > My Library > Hand > Cool Tuna" -- is that where you're looking?
Your mapped content folder should be the one directly above your runtime folder. So if you have
C:\FreeProductX\runtime
then In the Content Directory Manager, you should have mapped the folder
C:\FreeProductX
Of course you might have Poser content or DAZ Studio content or both, so in the Content Directory Manager you may need to map the folder under "DAZ Studio Formats" or under "Poser Formats" or both.
Once they are mapped, you will also want to run "Scan Known Directories for Files" to force DAZ Studio to look through the folders you mapped.
If you are merging runtimes, it might also be helpful to temporarily unzip your freebie into a new empty directory to make sure it is what you expect; they aren't all packaged the same, sometimes the files will unzip directly into the folder, sometimes they will unzip into a subfolder within that folder (and sometimes a 2-part product does it both ways, half with each zip), sometimes they are completely missing the runtime folder, etc. I often have to manually move files around after unzipping freebies to get them to work correctly.
I also find I periodically unzip to the wrong folder, and after trying a bunch of stuff and not finding my content, I finally realize I have C:\whatever\runtime\runtime or something else equally silly; double-check the installed runtime path to make sure it makes sense.
That is where I was looking..
buuut I figured out my problem. Apparently, I have 2 runtime folders the one I was trying to use isn't real..or it is but it's just an empty folder named runtime when I went through it again with the right runtime folder it worked. //facepalm
