Are you using the DS version, assuming you are using it in DAZ Studio?

I am using the Poser version on DS4.6

Are you applying the material to it. It would be in the Pose folder in Poser format

Gosh so complicated. Okay here we go. I tried doing this using the DS versions and it made no difference but i hadnt realised that i needed to apply the mat which is as you say in the pose folder. So i did that and it made no difference. Then i quit the DS version and loaded the Poser version and still no difference, water does not show.
So i decided to mess around with stuff i dont usually mess with. Like reflection and refraction settings. With mixed results until i tried looking at opacity and found it was set to zero, which must have been default i suppose because i didn't go near that myself. Now having increased opacity i can see water, its only a question of fine tuning i think. Thanks everyone

It showed for me using the DS settings with no further actions - it does help if there's something (or someone) in the water to show the effect of the refraction.

A sky Dome to reflect will also help. Also check your Render Settings, for reflections your Max Ray Trace Depth needs to be 2 or higher.

I have both the standard and Eclectic sets, I just set up a quick scene with the Easy Environment Greenlands skybox and light set. Both have pretty good — but very different — water surface settings right out of the box with no surface tweaking needed (although upping the Reflection value does improve things in the Eclectic texture). Using the D|S materials is a must, though, the original Poser materials only look good in Poser.
