Smart Content tab is a glitchy mess and unusable.

It doesn't matter whether I have the Files or Products tabs selected. For either one, I just get a glitchy series of black dots where text is supposed to be under the "Where are my files/products?" headings, and under both tabs it is showing no content under the "All" tab. The button above it, whatever it's supposed to do, is grayed-out and unclickable.
My mom also uses this program, and she can't figure out what's wrong with it either. We've already tried re-importing metadata and resetting the database, neither of those options work.

Can you post a screenshot of what you are seeing, although it sounds like a graphics issue to me.
Can you please try to change to another layout, and then change back to your original layout again, to see if that helps any? You may need to look for updated drivers for your video card.

Did you try changing to another layout? What sort of video card do you have?
If that is Windows, is the Content Management Service running as a Process in Task Manager
I don't know what kind of video card I have or how to check. I am on Windows, and I don't know when the task manager is supposed to be showing what you asked, but on DAZ startup it doesn't.
I also don't know how to switch layouts.
To switch layouts, go to Window > Workspace > Select Layout, and you will find several layouts in there. Change to another one, Accept, then change it back to the one you were using. That can sometimes fix problems. When you have a Layout the way you want it, go to Window > Workspace > Save Layout As..., and give it a name that you will remember, and you can always go back to that again by reloading it.
In Windows, I use the Ctrl + Shift + Esc (or use Alt + Ctrl+ Del), and that brings up the Task Manager, then go to the Processes tab, Show Processes from All Users, and look for ContentManagementServer.exe, it should be a running process.
Your video card details can be found in DS by using Help > Troubleshooting > About Your Video Card.
If CMS is not running, then you can restart it from Start > All Programs > DAZ 3D, See if any of that helps.
Alright, I've found out why the text in the box is glitchy-looking. When I click the arrow that controls the box containing the Tips, Info, and Tags buttons and everything below it, the text will squish itself to make room for the box or expand to normal if I'm clicking the arrow to hide the box. That problem is solved.
What still isn't solved though is my "All" button showing no products at all. I tried applying a new layout and switching back, it didn't fix anything. I have made sure I have nothing in the scene selected, so shouldn't it be showing all of my content? I don't have too many things installed yet, but I have several creatures like a dinosaur, a wyvern, a troll, some toon animals, and others. Even if they are standalone products with no other content to go with them, shouldn't the Smart Content "All" tab be pulling them up in a list? For both the Files and Products tabs, the All button pulls up blank grey space, as if I don't have a single product or file installed. It's not a visual glitch either, because I've hovered my mouse inside and tried clicking to see if maybe it was just invisible, but nothing happens.
I have looked for the content manager process in the All Users processes tab, and I don't see it running. I have the DAZ studio running when I look for it.
I have the "About my video card" window open with the specs on the screen in this screenshot, in addition to my All tab showing zero files.
Your video card specs look fine to me, and should work correctly.
CMS controls what he Smart Content pane displays, and the Products and Categories options as well. Did you try to start CMS from Start > All Programs > DAZ 3D? If it starts and quits again when DAZ Studio is run, then you may need to uninstall it from the All Programs > DAZ 3D menu, and reinstall DS4.6, I take it that is what you are using, the latest version?
If all of that doesn't work, it may be a corrupted database file, but try to restart CMS, and if that fails, uninstall it, then reinstall DAZ Studio to get the latest version of CMS installed.
I am still on 4.5 Pro.
Also, the program is indeed turning on and then immediately shutting off. Do I have to uninstall DAZ 4.5 to install 4.6?
Before you do anything, you'll want to make a copy of version 4.5 because you can't get it once it's gone, it is not in your product library any longer. You'll want to look in your C directory and (if I recall, and Jimmy can help you better) there are files under Program Files and Program Data. Not sure if you have to copy all that to an external drive or not, to keep vs 4.5

No, but you should Un-Install the CMS before you install DS4.6 as the CMS will not be updated unless you remove the old version on your own.
Novica is Correct: I Download each Version of DAZ Studio as a EXE and all files for that Version and Store them away. But you most likely will not need to remove other Files/Folders. They should work in DS4.6. All I did was un-install the CMS and then install DS4.6 and everything went fine.
CMS may also be having problems with your firewall or anti virus software, you could check that too?
