how to bring out Pose Tool

Can someone please tell me how to bring out this thing to the left corner of the window pane? I always use the icon on the top, i really want to try this round thing to do some organic rotation.

I'm not sure what you mean? Are you not seeing the Pose tool at all, or is it there but you want to move it?

I do not see it at all.  For tools I always use the drop down at the top, usually it's set at universal.. But I really want to try use this little thing, however all tutorials in youtube assume that people has this in their window and works with it before telling us how to get it on the screen.  I just don't know how to call it out.  And also in those tutorial there is a bar of things to choose things from, I have only two things, I don't know how to add items on this bar. ( please see attachment )

You need to have a bone selected, as it works diectly on the selected bone - in your screen shot you have the figure selected. It isn't an entry in the Tools menu, it's enabled/disabled from the viewport option menu - the lined button in the top-right corner of the Viewport. That is, however, rather an old version of DS by the look of it - the camera picker and the drawstyle picker are reversed in later builds, and the Viewport becomes a regular pane with a tab isntead of just occupying the remainign space as in your screen shot (I think that must be 4.6, 4.7 added the Aux Viewport and, I think, that was when the Viewport became a pane).

I selectd the neck bone, I checked the lined button in the top-right corner of the Viewport, but it still does not show any difference. Yes I am using DS 4.6.

Doesn't the option 4 from the bottom say "Show Pose Tool"? But it's unchecked?
