Interactive Licenses

This is what I was told when asked about the interactive licenses for use in an academic experiment.

Surely they mean developer by user, right? Not people who will be playing the game, right? (In our case, experiment subjects)

I mean, if you make a Unity game with Daz3D characters, and 100 people play the game, you don't have to buy a 100 characters and licenses, right?

Hello,

You will need ONE license PER USER and you will need the interactive license per product, per user.

For example if you use Victoria 5 and you have 4 users. You will need to purchase 4 x Victoria 5 and 4 x Interactive License.

Thank you,
Jamie

Not having seen the original question I can't offer even a guess, it's possible the question was read as being about the members of a development team on a game rather than the end users of a game (or other software) in which the content was used. If you feel the advice you are being given is incorrect or based on a misunderstandfing of your question please add a note to the original ticket.
