OK I would like to add some bones to the Genesis figures neck for a morph I am currently working on. But anytime I tell it to add a child bone one appears but is only attached to the parent. how do I add a bone to the neck the make sure it is attached to the head bone also?

Select the bone you want the new bone to appear after, presumably Neck here, then with the Joint Editor Tool active open the Tool Settings pane's option menu by right-clicking on the tab or by clicking the menu button and select Split Bone. You can then rename and edit the new bone, Neck 2, that is created. Not, however, that this is likely to break compatibility with other Genesis content.

Hmmm well my whole goal is to remain compatible. I purchased a morph pack that has a really cool neck morph in it and I am trying to recreate it. But thats not working. Here is a picture of the morph. How did they do it?
