How can I set a particular HDR to be in my render settings when I create a new scene?

    Set it all up the way you want it, save as default scene and then set it to load at start-up.

    For those that don't know how to get it to load as your starter scene, go to Edit, Preferences, Start Up tab and select the Load File and browse to your saved scene.  This is also a great way to have a default camera load with no headlamp on.
