Best way to fill an arena with people?

I have this arena https://www.daz3d.com/boxing-arena

but the seats are all empty. How can I make a crowd? I want to save this then as a scene and load it every time I need it so I don't want to wait for 3 hours just to load all the people. Is there an easier way to fill them than to put plenty of figures on the seats?
