How do you make glowing eyes?

How do you make the eyes have a glowing effect? For that matter how do you make pupil-less eyes before I add in the glowing effect?

Adjust the ambient of the eyes to whatever color you want

Depends on the exact effect you are looking for. Adjusting the ambient as Frank0314 said is probably the most straightforward method.

If you want eyes that shine in the dark like the eyes of a cat (or other nocturnal animal), there's a tutorial here: http://www.daz3d.com/forums/viewreply/86281/
(The link goes to the specific post, but the whole thread is worth reading, as other methods are discussed)

    Thanks for the reply guys!

I mean glowing pupil-less eyes, like Raiden from Mortal Kombat. Or like a robot with glowing optics.

If you just want blank glowing eyes, you will need to remove the diffuse texture. Instructions on doing that are here (along with other information about adjusting surface settings that may come in handy).

To make them glow, probably adjusting the ambient is the best way. Although, if you actually want the eyes to be a light source, you could use UberArea lights on them. Szark put together a helpful tutorial here on using UberArea lights.
