I want to make it look like there is an explosion off camera and the people on camera are reacting to it. Whats the best way to handle the light?

Depends on the look you’re trying to get from the light from the explosion, and whether you’re using 3Delight or Iray.
I would probably try to use either a bright spotlight or god-rays with an orange-ish glow. Most of the effect I think, will come from details that show up on-camera such as facial expressions like eyes closed tightly or squinting, or wide-eyed horror. Wind effects like hair and clothes blowing away from the side with the blast, etc.
An explosion is basically a fireball.
I'd do what they suggest to the figures and scale up a fire prop just off camera.
Obviously, iray or 3D depending on what you use to redner with.
