Victoria 4 GW 5 Female Texture, Question on this item

Hello.
I have been looking at this item and I must confess, the description of this item is not really clear to me.
Could someone please talk about this item....
What it is supposed to do?
And, how do you use it?

    from what i understand it is a texture set for Victoria 4. No morphs but just textures and an ability to apply them to V4. Do you use Poser or Daz Studio?

    I use Poser and DAZ.
