Dynamic Cape issue

When I try to load Dynamic Cape, it says "building scene" but then nothing appears in the viewport or in the scene tab. I read the directions on the product description and it says this: "This Product was created for DAZ Studio's Dynamic Cloth Engine." I am using Daz 3.1...do I have the dynamic cloth engine? Can it be added?

    It's only in the 32-bit version of DS3
