Measure Metrics missing from Window>Panes (Tabs) menu (Solved)

The instructions for using Measure Metrics tells me to find the Measure Metrics menu item on the Window>Panes (Tabs) munu. But no such menu item appears there.

Now, that Window>Panes (Tabs) menu is so long that it goes completely from the top of my screen to the bottom. This has me suspecting that the menu actually extends below my screen, and that the Measure Metrics item is off screen. Is this possible? And if so, how do I get all items on my menu to show on the screen? Can I somehow scroll down that menu to off screen items? The down arrow key just rolls off the bottom back to the top again.

Anyway, where is Measure Metrics?

Measure Metrics must be registered with a serial number before one can use it.

Weird. Why is this? If one purchases something and has the Install Manager install it, why is there this extra step required to get it to work?
