How to see settings for point lights? Greyed out menu.

How do you see the settings for a pointlight?

As you can see below "Scene view" they menus are greyed out.

The "What do I do?" guide on the right side does not make any sense.

I added a light, clicked it and menu is still grey.

You have Show Hidden Parameters checked in the Parameters pane option menu, so you are seeing, greyed-out, the properties that are hidden as they don't do anything. If yoy find them confusing or if they get in the way disable that option - click the lined button in the top corner or right-click the pane's tab.
