"A figure must load in PZ2s to work ". Dont quite understand this on the whats included section of this item. I use Daz Iray for scenes and dont use any characters at all. Will this products if purchased load correctly in Daz?

You do not need to care about the discribe. because PZ2 is mat file  for poser. (which set parameter and texture) then you need to load figure in scene, and select it first.

maybe many user try to click PZ2(preset)  without load figure,  then, nothing happen ,,,,  ask vendor or shope, ,then maybe added such discribe.

but this product offer .ds which auto apply mat for daz studio compatible. (then you may no need to use pz2 mat preset in daz studio)

one thing you may need to care, those product is not offered as DSON.  I may not get those product without special reason, as usually price.

and you said you hope to use iray render, this product not made for iray render. you may need adjust by your self.

(though ds try to auto convert mat for uber iray shader, when you apply it,, but it not perfect (decent work))

Neither did I, until I realised you'd left out some words — this is a standard warning, meaning that when you load a prop (any prop, not just this item) into a Poser scene that doesn't include a figure, loading a texture with a .pz2 won't work. Note exactly what I just said, this is a Poser-only problem, it's irrelevant in DAZ|Studio. It's doubly irrelevant in this case beacuse there are D|S materials; you'll never need to bother with the Poser materials.
