I have a Micheal 4 figure that I'm working on. But he's emotionless. lol I thought I saw a way to edit things such as "smile", etc., but now I can't find these settings. I was working with Genesis 3 Female first.

Yes, and no. There are a great many expression packages available for M4, both here and elsewhere, both free and paid. With the proper morph packages it is possible to both create your own expressions for the figure, or edit those you have obtained. The basic morphs that come with the base M4 figures have limitations, and I would recommend getting (if you do not already have them), the M4 Morphs ++ package. You would want the head morphs package at a minimum for expression morphs. Many available expression packages may actually require them. Personally, I prefer to create my own expressions using the morphs.
BTW, if you have the Morphs ++ package for M4, you should know that the Generation 4 figures are different than the Genesis X figures in that morph packages do not load automatically when you load the figure - you must load them individually afterwards, or specify which when loading the figure if you have morphloader installed.
All the morphs for creating expressions have been part of the base figure for as long as I can remember, no need to buy anything else to get them. They load with the base even on the generation 4 figures
