    Select the character. Parameters>Actor>Chest

    This scaled the chest, not the boobs. :(

    Select both Pectoral bones - click one, ctrl(Win)/cmd(Mac)-click the other - and then adjust the scale.

    Silly questions: what character, what software?  I think most female DAZ figures come with a basic breast size adjustment, but some/most will need additional products to enhance/extend the effect.
