What do you mean - bubbles? Clouds of silt? Or are you wanting the rippling lines of light from caustics through the waves?
The rippling lines of light... or a cheat effect
Generally it's faked, using soem kind of gel light - a spot light (usually) with a mask so that it shines through only the ripple pattern. There are severals ets like thuis in the store though I think most are 3Delight.

Thanks Richard.
I can only render in 3Delight as laptop has a hissi if I try in Iray.
Look up the word "caustics".
I'm trying to get a decent "ripples" effect working in Iray, but between Athmocam, ocean surface and Gobos, there somehow doesn't seem to be a way to make it work. Plain Athmocam&Gobo works fine, but enter the ocean surface into the picture and all you get is muddy waters...
I'm still experimenting, though.
This is for 3Delight: http://www.daz3d.com/ultrumarine-ocean
Thanks, I knew there was at least one more I was missing.
Ultramarine ia awesome ! just haven't been able to get prop to look good in Iray.
