Yes. I use it on an Atom Z3740 with Win 8.1 BUT there are limitations. 2 gig RAM with a big chunk used for system and integrated graphics for a start plus it's limited to 32 gig onboard (pretty much all used) and a 32 gig SD card for runtimes.

That said it's handy to fiddle with setting up stuff for my other machines.

EDIT: And I use a bluetooth mouse, keyboard and extend to a 19" monitor. Trying to work on an 8" screen is worse then a joke.

EDIT2: Damn, I forgot. That's DS 4.6. Never updated so can't confirm 4.9 works. Sorry.

I was going to say....get it to run, maybe.  Use it...not really.

Tablets have rather limited resources, like Pack58 mentioned, for this kind of work.  Even 'powerhouse' gaming laptops often struggle with it.

On a Surface Pro, yes. On something running Android or iOS, not natively. And the screen emulation typically used by remote protocols does not lend tself well to interacting with widgets that (temporarily) hide the cursor (so that it can be moved to allow enough screen resolution to actually interact without reaching the edge of the screen), like the Camera Cube or the slider on numeric properties.
