Next PC+ Sale?

Well, I had a brain fart and did not take advantage of the last PC+ membership sale - is that an annual thing, or does it come around more often? If so is it just at random?

It's usually random, but there is the annual PC sale, which starts sometime in October, that will probably have some sort of a sale on the membership itself, too.
