Can changing the frames per second reduce the amount of time it takes to render?

Does it take half as long to render at 5 FPS as it would to render at 10 FPS?

FPS is Frames per Second. If you have to render 5 frames instead of 10, it will take less time.
If you're still rendering the same total number of frames, though, the render time should be unaffected.
A frame takes a set amount of time to render.
30 frames per second; 30 * n frames.
15 frames per second; 15 * n frames.
Just be aware that few frames can become jerky - well movement can be.
You might have better results reducing the quality slightly on the rendering, especially if there is a lot of movement.
Frames per second is the difference between a movie and a slideshow.
